Lightwave E-Healthcare Solutions Limited has issued a detailed statement addressing recent comments made by the Minister of Health regarding the stewardship of Ghana’s National E-Healthcare Programme and the Lightwave Health Information Management System (LHIMS).
The company’s response follows remarks delivered by the Minister in Parliament on October 28 and during the Presidential Accountability Series, where he criticized LHIMS for failing to deliver on its mandate and announced plans to introduce a new digital platform — the Ghana Health Information Management System (GHIMS) to manage health data nationwide.
Mr. Finid Pronet, Senior Project Manager at Lightwave E-Healthcare Solutions Limited, described the Minister’s assertions as inaccurate and misleading, warning that such claims could distort public understanding and undermine confidence in Ghana’s digital health transformation.
He emphasized that all patient data generated under the LHIMS programme remains the exclusive property of the Ministry of Health and is securely stored within the Ministry’s central data centre. He categorically denied suggestions that any data is stored in India or any foreign jurisdiction, stressing that while the Ministry owns the data, the LHIMS software itself is proprietary technology licensed to the government under a formal agreement.
Mr. Pronet also refuted allegations that the company had received 77 percent of a US$100 million contract despite completing less than half of the work across 950 health facilities. He argued that the figures cited by the Minister failed to reflect the project’s differentiated cost structure, which includes infrastructure, system integration, and capacity-building components. He concluded by reaffirming Lightwave’s commitment to completing all contractual obligations before the project’s scheduled end date of December 31, 2024, and to supporting Ghana’s long-term digital health vision.
